Universal System Benefits Program
The Universal System Benefits Program provides funding for low income energy assistance, weatherization, energy efficiency activities, and develop of renewable energy resources. Public Utilities and large customers are required to submit annual summary reports of their USB program activities.
Due Date
Public Utilities and large customers must file annually with the Department of Revenue by March 1st. An annual summary report of its universal system benefits programs activities and expenditures must be submitted via email to DORUCP_CGR@mt.gov.
Penalties
Failure to file can result in a fine no less than $1,000 and up to a maximum of $5,000, for each 30-day period that the report is late.
Who Has to File
A large customer shall pay a universal system benefits programs charge with report to the large customer’s qualifying load equal to the lesser of $500,000 or the product of 0.9 mills per kilowatt hour multiplied by the large customer’s total kilowatt hour purchases.
