The administrative staff oversees the daily management of the division.

Licensing Bureau
Cannabis Licensing
The licensing staff is responsible for processing all worker permit, cardholder, and business applications, updates, and renewals.
The staff consists of:
- 1 Bureau Chief
- 2 Senior License Specialists
- 4 License Specialists
Alcohol Licensing
The licensing staff licenses and regulates all entities that produce, import, distribute, or sell alcoholic beverages in Montana. The licensing staff process applications, renewals, transfers, and registrations for retail and wholesale alcoholic beverage licenses and permits.

- 1 Quality Control Analyst
Inspection
The Cannabis inspection staff inspect cultivation, manufacturing, and dispensary locations to ensure they are following state laws and regulations for compliance operations. Responsibilities also include assuring that businesses in the state of Montana do not have synthetic cannabinoids for sale to the public. Staff within this unit also work with licensees on compliance resolution.

Compliance Resolution
Staff within the compliance resolution unit assure that appropriate and consistent resolutions are made with licensees who are in violation of the law. This is done through a review of deficiencies found at inspection and assigns potential referrals for education, warnings, civil penalties, suspensions and/or revocations based on severity. This unit also entertains settlement negotiations.

Education and Outreach
Staff within the Outreach and Education unit educate licensees to ensure they understand the laws and rules. This unit also develops required trainings, reviews packaging and labeling, and educates internal staff to assure understanding and consistent application of the law.

Cannabis Laboratory
The Cannabis laboratory staff are responsible for auditing third party testing laboratories to ensure product safety and consumer protection. This is achieved through onsite laboratory audits and continuous offsite seed-to-sale monitoring of testing activities, test results, and sampling. Responsibilities also include staying current with the latest in cannabis science, public health, and laboratory science.

Distribution Bureau
Liquor Distribution manages state wholesale liquor operations, including warehouse shipping and receiving, accounts receivable and payable, inventory management, liquor order processing, agency contract management, and customer service.
