HB 792 Implementation: Proposed Labeling Materials

The Department of Revenue has proposed amendments to ARM 42.39.122, 42.39.314, and 42.39.319 to implement House Bill 792 (2025). The proposed rules require dispensaries to display a consumer education poster at each point of sale and to include a substance use resource QR code on all exit packaging.
Draft versions of the required materials are available for licensees below. These materials accompany MAR Notice No. 2026-93.1. The public comment period is open through July 6, 2026.

New Exit Bag Language
Six labels per sheet (3 1/3" × 4"), sized for exit bags. Licensees may affix these stickers to remaining inventory of approved exit packaging until replacement packaging is obtained.

SAMHSA Substance Use Resource QR Code
QR code required on all exit packaging under the proposed rule. Links to substance use resources at SAMHSA website.
Consumer Education Poster
Required poster for display at each dispensary point of sale under the proposed rule. Includes statutory consumer warnings, the universal marijuana symbol, and substance use resource information.
